Oracle Seeded Roles are not populating in the users screen of 'User Management' Responsibility.

Unable to search for Learning Administrator' role to add it to the user.

When searching for 'Learning Administrator' role, this role is not getting populated.

Viewing the 'Roles and Role Inheritance' tab and can see the "Active Start Date" is  blank for many of the Oracle Seeded Roles.
