NonConformance Number (NCR) Number Appears As Automatic In The Plan

Non-Conformance Results (NCR) number sequence numbers are not created
NCR Sequence to be created
The issue can be reproduced at will with the following steps after applying patch 22538648:R12.QA.B This patch resolves the performance issue with the Sequence generation in Quality:
1. Responsibility = Quality
2. Navigation = Quality workbench-> Choose Organization and Quality Plan
3. Collection Results Tab
4. See the Child Plans
5. Add a new result to one child plan with Log Nonconformance? = Yes. Finish and Save
6. Add to the child plan of the child
7. Complete data for, NCR number is automatic (there is no number). Quality-> Collection Results-> View data for the recently entered plan, First column = Automatic. It should have a 'real' NCR number
