Withdraw mandatory fields in RG Fund Transfer Form (Doc ID 2118661.1)

Symptoms

On : 12.1.1 version, Excise - Order to Cash Cycle

ACTUAL BEHAVIOR
---------------
As per the recent changes  i.e. from March-15 onwards Excise Duty has changed,wherein Education cess & Secondary higher cess has totally removed now.
So we need to withdraw mandatory fields while transferring the EXCISE DUTY from one register to other.

EXPECTED BEHAVIOR
-----------------------
The Form should not make the fields as mandatory.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
When trying to do fund transfer using the India local registers : RG Funds Transfer form
it is asking Education cess , secondary higher cess fields are still showing as mandatory.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use as per the recent changes in excise duty where it is forcing to enter a value which is not required to.
