Expenditure Lines Showing Bill Amount Even Though They Are Not Included In Invoice Lines (Doc ID 2118789.1)

Users have couple of expenditures which are showing Bill Amount in Expenditure Inquiry form where as when they inquire in invoice inquiry these 2 lines are not showing or are not invoiced.
Total Invoices amount and Total Bill Amount (Expenditure Inquiry) difference is these two expenditures.
Why are these amounts different?
