ACTUAL BEHAVIOR
---------------
The Last_updated_by column in EBS is not displaying the user_id that modified the SR details in MFS Laptop

Expected that the last_updated_by will show the MFS that updated the SR.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created a SR in EBS by the user A and assigned the task to user B.
2. Open the task from MFS Laptop by user B and updated the SR details (Not the task details).
3. Ran the "Processes Uploaded Mobile Data" program after the Sync.
4. Last_updated_by in CS_INCIDENTS_ALL_B table is the user A, but the last SR details has updated by user B in MFS Laptop.
