Error: PROCESS_CANCEL_ACCEPTANCE PORPOCHA When Attempting to Cancel a Requisition

On : 12.1.3 version, Change Order
When attempting to cancel a requisition with an approved PO, the following error occurs when the 'Reason' entered is extensive.
#EXCEPTION -6512 ~ORA-06512: at line ~ Wf_Engine_Util.Function_Call(PO_ReqChangeRequestWF_PVT.PROCESS_CANCEL_ACCEPTANCE, PORPOCHA, RESPONSE_7159026_7674918, 319870, RUN)
STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Log into iProcurement
2. Select requisition 56451 and click on 'Cancel Requisition' button.
3. Enter the following reason:
"We raised this PO for onsite calibration of Accelerometers but it couldn’t happen because of breakage of calibrator. That’s why we have to send our accelerometers to Hyderabad resulting in cancellation of older PO and a new quotation"
4. Cancel requisition line.
5. Buyer approves the cancellation. The workflow error is generated.
