Quickpay Fails With "Multiple DEA elements with the same reference number must have the same Initial Debt" for Employees with Multiple DEA elements (Doc ID 2119171.1)

Symptoms

On : 12.1.3 version,
R12.HR_PF.B.delta.8

After applying EOY patch facing issue with DEA element where employee got DEA element more then one time with same reference number.

ERROR

Multiple DEA elements with the same reference number must have the same Initial Debt


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as UK HRMS Manager
2. (N)-> People -> Enter and Maintain -> Query employee -> Assignment -> Other
3. Run quickpay
4. Ends with error: "Multiple DEA elements with the same reference number must have the same Initial Debt"
