Orders Fail Planning When Level Of Service On Arbritraries Is In Use Along With Recalculate Cost Checked On Rate Offering (Doc ID 2119690.1)

When using Level of Service on the Rate Offering Lane Special Service, planning orders over a network itinerary having PLAN SHIPMENTS WITH CARRIER COMMITMENT set to TRUE and Recalculate Cost checked at the Rate Offering, orders fail planning.

It is expected to have the order successfully planned when using LOS on the rate offering lane special service.

The issue can be reproduced at will with the following steps:

1. Plan an order on a 2leg itinerary, each with its own network having an arbitrary rate for the first network leg with Recalculate Cost checked
2. Notice that when having LoS defined on it, the bulk plan fails
