Default Shipment Ship Unit BNG Is Created Without the Order Release Ship Unit ID

Symptoms
An Order Release is created as StandAlone (i.e. no Order Base).
When planned onto a shipment, the S_SHIP_UNIT_ID is being generated WITHOUT the Ship Unit ID (e.g. -001-001).
When the Order Release is created from an Order Base, the S_SHIP_UNIT_ID is created correctly.
Note: The Ship Unit on the Order Release is created fine in either case.
The default BNG Rule is being used: S_SHIP_UNIT_XID.DEFAULT with: {r*:id=1:xml=SHIP_UNIT}-{nnn:contexts=1:start=1}.
