Trying to adding shipping methods in the iStore Administrator UI gives error "Unable to find specialty store with ID 0" and "Unable to change specialty store information" (Doc ID 2120768.1)

When trying to add shipping methods in the iStore Administrator without first choosing a specific site the following error displays -

Login as the iStore Administrator responsibility
iStore Administrator >iStore Merchant : Sites : Summary -> Shipping

Choose the Add Shipping Method button
