"There is an error in order submission" error When Placing Order after Patching

On PROD: 12.1.3 version,
Unable to submit order, the following errors are seen,
Error messages from Order Management
Error in Line: 1.0 :Item Validation Resulted in error(s).
There is an error in order submission.
The issue can be reproduced at will with the following steps:
1. Login to Quoting HTML Resp
2. Open Quote
3. From Actions > Place Order
The same error(s) can be seen when placing an order from iStore

17412190 - ASO (CAN'T PUT NULL IN SERVICE START DATE IN THE QUOTE)
