Period Column List of Values in Spreadsheet from Currency Rates Manager Is Displayed Opened Period Only

Period List Of Values(LOV) of create historical rates is different between the Form and Spreadsheet file.

Steps to Reproduce
1.General Ledger Responsibility:
  N)Setup > Currencies > Rates > Historical > Click Period LOV 

  Period LOV

  -> All periods can be searched in the Form

2. General Ledger Responsibility:
  N)Setup > Currencies > Currency Rates Manager > Historical Rates > Select Actions 'Create in Spreadsheet' > Go button
    > Download Spreadsheet file > Click Period column

  Period LOV

  -> Only opened periods can be searched in Spreadsheet file

Current behavior
Period LOV is displayed different values between Historical Rates Form(GLXRTHST) and Spreadsheet file from Currency Rates Manager.
All periods are displayed from Period LOV in Historical Rates Form(GLXRTHST).
Only opened periods are displayed from Period column in Spreadsheet file.

Expected behavior
Period LOV should be displayed all periods in Spreadsheet file from Currency Rates Manager.
