Lock Out Date Entered At The State Tax Level Prohibits Changes To Federal Level Forms In Self Service (Doc ID 2121654.1)

On : 12.1 HRMS RUP8 version, Payroll Self Service

When the Lock Out Date is set on the employee's Tax Information form, the Federal W4 information can not be changed using self service.

Since the Federal Tax Information can be changed through the professional forms, it is expected that this change should also be allowed through self service form

The issue can be reproduced at will with the following steps:
1. Entered a lock out date into form PAYUSEET for an employee.
2. The employee accesses self service to change the federal W4 data
3. Receives an error stating that a lock out date has been added and not able to change the federal W4.
4. Why does a lock out date entered at the state level prohibit changes to the federal form?
