Receivables Tax Setups Not Derived From Location Tax Rates Setups

Symptoms
On : 12.2.4 version, Receivables Uptake of EBTAX
Upgrade from 11i: Taxware (in 11i and 12.2.4) - for tax calculation.
You process a sample manual AR invoice and the account segments are not being pulled from TAX_JURISDICTION_ID being stamped on the transaction.
Also, the RATE_ID stamped on the transactions are not the RATE_ID assigned to the TAX_JURISDICTION on the transactions.
You would like the the accounts setup within the stamped jurisdiction to be used on the transaction.
Setup is that County and City pull from State, for accounting segments.
Steps to Reproduce:
Create a manual invoice and have two (2) segments of the AutoAcounting setup within AR to pull from 'TAXES'
