Error "HZ_API_NULL_PARAMETER_RECEIVED" When Creating Service Request For Particular Serial Number (Contract data specific) (Doc ID 2122003.1)

Symptoms

On : 12.1.3 version, Service Request Form in TEST environment

In the Service Request from the "Service" Responsibility and enter a specific Serial number in the Create Service Request Form. The below error pops up

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (R)Service
2. Open Create Service Request Form
3. enter a Serial number

The issue has the following business impact:
Due to this issue, users cannot create service request for this particular serial number
