Workflow notification is not created for lease approval workflow after the lease status is changed from 'Draft' to 'Submitted'


STEPS

The issue can be reproduced at will with the following steps:
1. Do the AME setup for lease approval workflow PNAPPRWF as per Lease Approval Workflow Technical Brief (Doc ID 1673096.1).
2. Set the profile option value to Yes for profile option "PN: Use Lease Approval Workflow."
3. Create a new draft lease and change the status from Draft to Submitted.
4. No workflow notification is created for the lease approval workflow.
