Error Starting R12 APPS Listener, TNS-01153: Failed To Process String (Doc ID 2122480.1)

Symptoms

During apps restart APPS listener is not starting up,  it was working fine earlier. Following are the error details:

bash-3.2$ lsnrctl start APPS_UAT
