Symptoms
On Oracle Applications 12.2.3 version
when attempting to access define parameter, the following error occurs:
You do not have permission to access this functionality.
The issue can be reproduced at will with the following steps:
1. Responsibility : Desktop Integration Manager
2. Click on Define Parameter
