ACTUAL BEHAVIOR

Need a way to make a supplemental earnings that is not Subject to employer state tax and also does not show in State Exempt

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have three existing Mexico elements.
1) Comp Saving Fund Pay MX -> Supplemental Earnings (Primary classification) -> Supplemental Earnings:Social Foresight Earnings (secondary classification)
2) Emp Saving Fund Pay MX -> Supplemental Earnings (Primary classification) -> Supplemental Earnings:Social Foresight Earnings (secondary classification)
3) Reimbursement MX -> Supplemental Earnings (Primary classification) -> NO SECONDARY CLASSIFICATION
2. Currently the earnings are 100% Employer State Tax Exempt.
3. They should neither be ER State Tax Exempt or Subject.
4. How do you set up this type of an element?
