Oracle Workflow Builder Cannot Connect To Databases With Oracle Network Data Encryption Enabled

Using Oracle Workflow Builder with databases that have network data encryption on. The sqlnet.ora file in the database has the following lines in it:
SQLNET.ENCRYPTION_SERVER = required
SQLNET.ENCRYPTION_TYPES_SERVER= (AES256, 3DES168, RC4_256)
With these lines, we get the following error:
Error: 1700: Could not connect with username/password apps/appspwd ('ORA-12599: TNS:cryptographic checksum mismatch'). When trying to connect to the database.
Taking out the ENCRYPTION_SERVER and ENCRYPTION_TYPE_SERVER lines, able to connect to the database. Is there support for Oracle Network Data Encryption with Oracle Workflow Builder? There are notes that suggests using an older algorithm like RC4_40 (see notes in the Reference Section ) . But use of that algorithm is not possible due to business standards. Will there be support for more algorithms in the near future ?
