COBRA Enrollments Not Printing 1095-C for Non-Employees

Information in this document applies to any platform.
Customer has some COBRA enrollments for Spouses of ex-employees where the ex-employee is not enrolled in COBRA.
The customer is required to print a 1095-C for these people even though they were not former employees because we are self insured.
Customer is able to enroll these people in the COBRA program, but after generating the Benefits ACA Archive Process, these people are not included in the print out.
