UPK: Reports Take Too Long in KCenter - Bad Performance of Query (Doc ID 2123538.1)

Symptoms

Knowledge Center custom reports cannot be loaded in UPK 12.1.0.1. (Database version: 11.2.0.4)

The issue can be reproduced at will with the following steps:
1. Open a custom report in KCenter.
2. The header will appear after 30 minutes.
3. Notice that just the header (without records) are displayed.
