UPK: Reports Take Too Long in KCenter - Bad Performance of Query

Knowledge Center custom reports cannot be loaded in UPK 18.104.22.168. (Database version: 22.214.171.124)
The issue can be reproduced at will with the following steps:
1. Open a custom report in KCenter.
2. The header will appear after 30 minutes.
3. Notice that just the header (without records) are displayed.
