'Find Customer' Button Disabled In Order Organizer Toolbar

Why can't you see the 'Find Customer' button any more in the Order Organizer form?
This feature allowed you to search for a customer by inputting the customer email.
You used to use this feature regularly - then one day, the button was no longer available / grayed out.
You can see the icon in the 'Order Organizer' toolbar: a little person, standing next to a list-of-values.
When you hover the mouse over it, it says "Find Customer".
But you cannot enable it to open the 'Find Customer' pop-up window.
How can you restore this functionality?
