When attempting to Cancel POs,
the following error occurs.

No control actions found for this document.
Steps to reproduce:
1. Responsibility: Purchasing
2. Navigate to: Purchase Orders > Purchase Order Summary
3. Menu > Tools > Cancel
Getting error message while click on cancel:
