E-Business Suite 12.1.3 Applications Framework, OA Framework jDeveloper issues

After a database upgrade to Oracle 12c (12.1.0.2) with E-Business Suite 12.1.3, jDeveloper 10.1.3.3.0.3 fails with the following error message:

Prior to the 12c database upgrade, jDeveloper was working correctly and no connection issues were observed.
