Sales Order Attachment Gets Replaced When Sales Order Address Changes (Doc ID 2125989.1)

Symptoms

ACTUAL BEHAVIOR
Sales order attachment get replaced when sales order address changes

User creates a standard sales order for customer 12684.
Ship to is 01-MA, Bill to is 02.
No lines are created.
Sales order is saved and sales order number is assigned.
One sales order attachment template "Internal Notes" is added to the sales order - body of attachment template is and then updated "ship on Monday".
Customer calls and asks for a change in SHIP TO. From 01-MA to 03-MA.
When the SHIP TO field is updated on the sales order header and saved, the Internal Notes attachment now exists with a different sequence number and the Body of the attachment reads .

EXPECTED BEHAVIOR
Expect that attachment should not be replaced by updating Ship To on order header.

The issue can be reproduced at will with the following steps:
1. Order Management super user
2. Creates a standard sales order for customer
3. Ship to is 01-MA, Bill to is 02.
4. No lines are created.
5. Sales order is saved and sales order number is assigned.
6. One sales order attachment template "Internal Notes" is added to the sales order - body of attachment template is and then updated "ship on Monday".
7. Customer calls and asks for a change in SHIP TO. From 01-MA to 03-MA.
8. When the SHIP TO field is updated on the sales order header and saved, the Internal Notes attachment now exists with a different sequence number and the Body of the attachment reads
