Unable To Create Customer Association In Advance Global Intercompany (AGIS) After Deleting The Existing Association

On : 12.1.3 version, AGIS General Ledger
User unable to create customer association in AGIS after deleting the existing association 
Users have followed this Note : 1639537.1 and <Patch 21562032> is already applied 
Able to create association.
The issue can be reproduced at will with the following steps:
1. Log into Intercompany Super user 
2. Navigate to Setup-Invoicing-Customer Supplier Association 
3. Delete Existing Association
