Updating Consumer Group Field for a Concurrent Manager Fails with Error "Could Not Reserve Record [n tries]"

When updating Consumer Group field of any enabled Concurrent Manager, the following error message appears when saving the record.
Could not reserve record [n tries]. Keep trying?
1. Login to EBS with a user that has System Administrator responsibility.
2. Navigate to (N)Concurrent -> Manager -> Define form.
3. At Concurrent Manager Definition form, search for any enabled concurrent manager.
eg. "Scheduler/Prereleaser Manager".
4. At the Consumer Group for the searched concurrent manager, enter any Consumer Group from the LOV and save.
