Cannot Create Items Through WebADI Excel Upload After Patch 19911377.R12.EGO.C (Doc ID 2126319.1)

Symptoms

On 12.1.3 in Production:

Cannot create items through webadi excel upload after application of patch 19911377.R12.EGO.C.
EGOIJAVA module: EGO Spreadsheet Java Concurrent Program will complete with warning and item is not created.

ERRORS

Upon inspecting the log details all you see is the following:

*Importing Items*. SET_PROCESS_ID : 41122226

STEPS
--------

I. Without enabling any debug profile settings:

- Download webadi excel file
- enter item data to create new item
- Upload
- Concurrent program - 'EGO Spreadsheet Concurrent Program' completes in warning
- Record will show in EGO_BULKLOAD_INTF
- Record will show in MTL_SYSTEM_ITEMS_INTERFACE but the process_flag = 1

II. With debug profiles set:

- Download webadi excel file
- enter item data to create new item
- Upload
- Concurrent program - 'EGO Spreadsheet Concurrent Program' completes normal
- Record will NOT show in EGO_BULKLOAD_INTF
- Record will show in MTL_SYSTEM_ITEMS_INTERFACE but the process_flag = 1

RECENT CHANGES
---------------------

Patch 19911377:R12.EGO.C Apply this patch to improve the bulk upload performance was recently applied. Prior to the application of this patch there was no issue.
On another instance where patch was not applied there is no issue with item create/update using webadi excel.
