Multiple versions of a recipe is created while formula is still in New status

We are using automatic recipe generation as well as version control. On the initial formula (version 1), one can save numerous times and only one new recipe will be created. From the second version of the formula, a new version of the recipe is created each time you save the formula, even though the formula is still in 'New' status.

We expect only one version of the recipe to be created for each new version of the formula.
