Symptoms
When attempting to use API INV_LOC_WMS_PUB.UPDATE_LOCATOR to update status of locator (which has onhand),
although do not pass a value for parameter of p_disable_date.
The following error occurs:

Steps
This happens only when using the API, and only if no value is passed for parameter p_disabled_date.
Making a similar change through Form works without problem.
