Symptoms
A Rate is created with a Rate Basis of "Shipment Empty Return Distance to Service Provider Location". When a Shipment is planned using this rate, the cost is being calculated using the distance from the Service Provider Location to the Destination. Instead, it should be using the distance from the Destination to the Service Provider.
