APP-FF-33008 unknown function 'XXXX' error when same formula name used under a different business groups (Doc ID 2128934.1)

Symptoms

Problem Statement
When attempting to compile a fast formula formula which is having the same Formula name used under a different business groups the following error occurs for the second business group when making a change to the formula in the first business group:

APP-FF-33008 unknown function 'XXXX' used

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Login with System administrator responsibility
2. (N)Security > User
3. Created a new user having 2 HMRS Manager Responsibilities
4. Make sure the profile options are set at at responsibility level and not at user level
  HR: Security Profile
  HR: Business Group
5. Switch to HRMS Manager(1) using the responsibility hat
6. (N) Total Compensation > Basic > Write Formulas
7. Query for FORMULA_NAME
8. (B) Edit
9. Add a space after first ‘/*’
10. Click Verify, formula verifies with success
11. Switch to HRMS Manager(2)
12. (N) Total Compensation > Basic > Write Formulas
13. Query for FORMULA_NAME
14. (B) Edit
15. Add a space after first ‘/* ’
16. Click Verify
