"Have Insufficient Privileges" Error Occurs When Attempting to Complete Award in Sourcing (Doc ID 2128990.1)

Symptoms

Problem Statement
When attempting to complete an award using a custom Sourcing menu, the following error occurs.

Error
  [193]:STATEMENT:[fnd.framework.webui.OAPageSecurity]:Function: PON_CREATE_PO is not granted under any user responsibilities.
  [193]:ERROR:[fnd.framework.webui.OAPageSecurity]:The function is not granted under the current security context. Function: PON_CREATE_PO
  [193]:ERROR:[fnd.common.Message.auto_log]:FNDFND_INSUFF_PRIVILEGES
  [193]:ERROR:[fnd.framework.OAException]:You have insufficient privileges for the current operation. Please contact your System Administrator.

Steps to Reproduce

  1. Create custom Sourcing menu and grant to a custom purchasing responsibility.
  2. Grant the responsibility to a buyer.
  3. The buyer create a RFQ.
  4. Create a quote using a supplier user.
  5. Close RFQ and try to complete the Award, the above error was happening.
