When attempting to end date a personal payment method, the following error occurs.

APP-PAY-06471: Cannot Delete. Personal Payment Methods exist

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Date tracked to a future date where no employees have this payment method
2. Attempt to end date the payment method
3. Observe the error
