Symptoms
Images of the employees are available in the per_images table but when the Picture button is clicked, it will show message 'picture (employee name)' but not the picture.- PERWSHRG
STEPS

The issue can be reproduced at will with the following steps:
1. HRMS Manager responsibility
2. Navigate to people form
3. Query for a person
4. Click Others > Picture
5. Upload the picture
6. A new file is created for the image in $OA_HTML/fwk/t.
7. confirm that the picture is saved in database.
Changes
Ensure R12.TXK.C.delta.2 level, or at least httpd_conf_FMW.tmp version 120.15.12020000.3
