EBS Upgrade: Users Get HTTP 403 Forbidden Error Or HTTP 404 Not Found Errors After Logging

From Oracle EBS logon screen, enter User Name and Password and click Login. Page appears displaying an HTTP 403 Forbidden error. Other Users on same desktop can log on successfully.
Error Code: HTTP 403 Forbidden
After Upgrade to 12.2.4, Error 404 --Not Found after entering username and password. The issue can occur with browsers either IE or Google Chrome.
You might also see Error: Requested resource or page is not allowed in the site.
