Unable To Assign Region To Transit Times Form Because of Case

When attempting to assign a region in the Transit Times form, the List of Values (LOV) does not have the expected values.
This is happening for just one Region and its children.
The problem region is upper case and seems to be the only one set up that way.
Expect to see the children in the LOV
1. Log in to Order Management Super User responsibility
2. Navigate to Shipping > Setup > Regions & Zones > Transit Times
3. Attempt to select a child of this particular parent
4. LOV shows no values
