Process a Single Publication Fails With ORA-01403: No Data Found (ResolvingId=expl ids of page refs) (Doc ID 2130689.1)

Symptoms

On : 12.1.3.31.9 version, Model publication

When attempting to publish an user interface for a model with several associated user interfaces, the following error occurs. The publication fails, and the UI is not pushed to the target instance.

ERROR

Unable to resolve id (expl ids of page refs): <Failed referenced ID>
Fatal publication error in key resolution: ORA-01403: no data found (ResolvingId=expl ids of page refs)
CZ_PB_INSERT_ERR (TABLENAME=cz_ui_refs) (SQLERRM=ORA-01403: no data found)
CZ_PB_EXPORT_OA_UI_ERR (SQLERRM=ORA-01403: no data found)
Error in upload of UI schema for publication id : <Publication ID>
Re-publish of publication: <Old Publication ID>
Fatal publication error, process aborted for publication <Publication ID>: ORA-01403: no data found
Fatal publication error, process aborted for publication <Publication ID>: ORA-01403: no data found
Parent model in publication (migration) request : <Parent Model ID>
Source publication : <Publication ID> target publication:

STEPS

The issue can be reproduced at will with the following steps:
1. Configurator Developer responsibility
2. Navigate to the Publications tab
3. Create a new publication
4. Navigate to Configurator concurrent processes
5. Run Process a Single Publication targeting the new publication record
6. Error occurs, reported to log
