R12.2.4 Customer site reference is filled automatically when the page is refreshed (Doc ID 2130940.1)

On Oracle E-Business Suite 12.2.4 version, Customers Module
After unchecking the following two profiles "Automatic Customer Numbering" and "Automatic Site Numbering" the Reference field at the Account Site level is automatically filled when the context value information is populated.

Expect the reference number not be automatically populated and allow users to manually introduce it if the two profiles are unchecked.

The issue can be reproduced at will with the following steps:
1. Responsibility: Receivables Manager
2. Navigation: Customers > Customers > Create/Maintain Customers
3. At Account Site level, populate one of the Context value DFFs and the page refreshes
3. When that happens the reference field is populated automatically

The issue has the following business impact:
Due to this issue, users cannot create new customers without having the reference number automatically populated and this is impacting management decision.
