Auto Assign Check Box in Claim Update Is Not Working

Symptoms

Auto Assign checkbox is not assigning owner in claim update page.


Steps:
---------
Setup Territory manager for owner setup based on claim type.

Create claim using Mass Create or Import claim. Owner assignment work perfect.

Create single claim manually or using auto assign check box in Claim update page. owner does not get assigned correctly.

Example
Claim Type = .Com Customer owner = R Davis

Create single claim of above claim type , owner assigned is not R Davis, it is someone else.
Open existing claim, change the claim type=.Com Customer and check 'Auto assign owner'
Owner does not change to R Davis.
