General Fee Line Gets Added to Manual Termination Quote if a Formula is Attached Against it in T&C of the Contract

ACTUAL BEHAVIOR
---------------
When a Formula is entered for General Fee in the Terms and Conditions for either of these Manual Quote Types:

  a. Termination Quote Calculation - Early Termination Contract.
  b. Termination Quote Calculation - End of Term, Contract
  
A line is added to the Quote for the General Fee.

EXPECTED BEHAVIOR
-----------------------
Expect that no line would be created on a Manual Quote as all should be entered by the user.
The General Fee should be ignored as all other Formulas in these Terms are.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Contract using Formulas in these Terms:

  a. Termination Quote Calculation - Early Termination Contract.
  b. Termination Quote Calculation - End of Term, Contract

2. Make sure that General Fee has General Fee Formula populated in both of the above.

3. Book the Contract.
4. Create Full Termination Quote using either Manual Quote Type:

  a. Termination - Manual With Purchase
  b. Termination - Manual Without Purchase

5. Once the Quote is created open the Quote and select the Amounts tab.
6. Being a Manual Quote there should be no lines. However, there is a line for
  the General Fee. There may also be Tax lines for the General Fee Line.
