Symptoms

On Release 12.1.3 version, Requisition Management

ACTUAL BEHAVIOR
Requisition number created with ## symbol after edit requisition by approver.

EXPECTED BEHAVIOR
Expected, System should not create requisition with ## if approver edit requisition.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1.Login as requester and submit a PR, status changed to ‘In Process’
2.Login as approver, and open the notification. Click ‘Edit Requisition’ to modify the PR.
3.PR detail available to modify by approver
4.Approver added another PR line into this PR, and checkout to the cart
5.Review and click ‘Submit’ button
6.Login as requester, new PR with ## number is shown on the iProcurement.
