Getting error when starting up EBS Apps listener, when issuing command, start <listener Name>

The issue can be reproduced at will with the following steps:
1. start <Apps listener Name>


 Following Note 393931.1 - Deploying JRE (Native Plug-in) for Windows Clients in Oracle E-Business Suite Release 12, ran the JRE upgrade script and afterward tried starting the apps services.
