On Windows Server 2008 Some SQL*Plus Concurrent Requests Remain Running Normal

On Windows Server 2008, some scheduled SQL*Plus concurrent requests remain in Running Normal status until terminated manually.

The issue occurs randomly with both custom and Oracle seeded SQL*Plus programs. There is no error in the request logs or the database alert.log.
