R12 Proxy Users are Unable to Open Multiple Forms (Doc ID 2132745.1)

Symptoms

Proxy Users in 12.1.3 are unable to open multiple forms by default. Users logging in as themselves are not seeing the issue. They can open multiple forms. But after switching to a different user using the 'Switch User' link, multiple forms cannot be opened.

Under Tools > the option "Close Other Forms" is unchecked. When the option is checked and immediately unchecks this option again, it starts working.This works fine when the proxy user option is not used and the user directly logs in.
This functionality change is being noticed after applying RPC3 patch 20203366 Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 3 [RPC3]. Issue only occurs with proxy users and not with direct logins.
