RTI - Full Payment Submission Process (FPS) 2016/17 Not Performing Address Validations for All Lines of Address (Doc ID 2132862.1)

Symptoms

Problem Statement:
When attempting to run RTI - Full Payment Submission Process (FPS) 2016/17 with the parameter 'Include Address Details' as 'Always'
and the segments from employee's address contains inverted commas, the report is not failing with error messages.

Due to this missing validations, the file is rejected by HMRC:
" Address Line 1 ~ First character must be 0-9, A-Z or a-z".

 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Run RTI - Full Payment Submission Process (FPS) 2016/17 with the parameter 'Include Address Details' as 'Always'
2. Submit the report to HMRC, the file was rejected with the message mentioned above with following message:
" Address Line 1 ~ First character must be 0-9, A-Z or a-z".
