Symptoms

Initial scheduling records are partially missing in the OE_AUDIT_ATTR_HISTORY table.

Audit history functionality was enabled in the production instance on MAR 2015 (Q3FY15) and the
Concurrent program : Audit History Consolidator was scheduled.

It was first noticed that the scheduling records were missing constantly in the OE_AUDIT_ATTR_HISTORY table (50% transaction records).
However, after running the 'Audit History Consolidator' concurrent program manually for the missing records (order number), data is successfully populated
in the OE_AUDIT_ATTR_HISTORY tables.

The expectation is that the data be populated in OE_AUDIT_ATTR_HISTORY table correctly and on a consistent basis.
