UnExpected Error in get_deliver_to_location_id - After Applying Patch 21309989:R12.BOM.C (Doc ID 2133984.1)

Symptoms

After applying patch 21309989:R12.BOM.C customer cannot progress any Back to Back Orders for two specific OUs.
Line status is "Supply Eligible".
When selecting "Actions > Progress Order > Create Supply Order - Eligible", following error occurs in the debug file:
