Work items are still escalating when a strategy goes on hold.  The work item should not escalate, as the strategy is on hold.

Steps to Reproduce:

Responsibility: Collections Agent
: Collections

  1. Assign a strategy that contains work items that escalate.
  2. Place the strategy on hold, and wait for the escalation wait time to complete.
  3. Verify if the work item escalates.
